Buganda Kingdom Unveils Shs409 Billion Budget, Targeting SACCOs and Land Transactions

Buganda Kingdom has set an ambitious Shs409.1 billion budget for the 2026/27 financial year, marking a substantial 34% increase from the previous year. This financial plan is the fourth under the Kingdom’s ongoing Five-Year Strategic Plan (2023–2028), which aims to significantly uplift the economic and social standing of the Baganda people.

The budget’s theme, “Situla Omutindo: Elevating Productivity and Professionalism for Prosperity in Buganda,” underscores the focus on enhancing service delivery and operational standards. Finance Minister Robert Nsibirwa presented the budget, highlighting key revenue drivers that will power the Kingdom’s development agenda.

SACCOs and cooperative societies are anticipated to be the largest revenue contributors, projected to bring in Shs88.6 billion. The Kingdom intends to bolster these institutions to encourage savings, improve credit access, and boost household incomes. Development and commercial partnerships are expected to add Shs48 billion, with efforts to strengthen existing ties and forge new ones with investors and aid agencies.

Land transactions are targeted to generate Shs36.6 billion, an area that faced challenges in the preceding year due to political events. Additionally, Buganda anticipates Shs34.5 billion in compensation from the Central Government under the Ebyaffe agreement. Its educational institutions are expected to raise Shs28.1 billion through fees, while the establishment of factories is projected to contribute Shs20 billion towards industrialization and job creation.

The expenditure side of the budget mirrors these priorities, with Shs92.4 billion allocated for investments and Shs87.1 billion for agriculture and cooperatives. Education receives Shs28.2 billion, the Royal Treasury (Nkuluze) Shs26.6 billion, and the health sector Shs6.1 billion. These allocations reflect a strategic commitment to fostering economic growth and improving the quality of life for the Kingdom’s residents.
