Rubanda CAO Emphasizes Accountability and Discipline for New Financial Year

As Rubanda District embarks on the 2026/2027 financial year, accountability and disciplined management of public resources have been underscored as paramount by Chief Administrative Officer (CAO) Samuel Ahabwe.
During a recent Senior Management Meeting, CAO Ahabwe stressed that proper management of public funds is not merely a procedural task but a constitutional and professional mandate for all district officials.
He directed department heads and accounting officers to meticulously account for all resources and ensure every transaction is supported by the necessary documentation. Ahabwe also emphasized the critical importance of timely submission of accountability documents, including financial statements and performance reports from the preceding year, as well as work plans for the new fiscal period.
“Delays or missing records hurt the institution’s credibility and invite audit queries,” Ahabwe warned, highlighting that effective records management is a direct reflection of good governance.
Furthermore, managers were tasked with enhancing the monitoring of government projects to guarantee quality, value for money, and long-term sustainability. The immediate implementation of the 2026/2027 district budget, which commenced on July 1, was also mandated without delay.
Ahabwe also reminded public officers of their duty to uphold the Public Service Code of Conduct, emphasizing punctuality, integrity, excellent customer care, and confidentiality. He noted that leadership behavior sets the standard for all staff.
Welcoming newly appointed senior officers, including the District Health Officer and District Internal Auditor, Ahabwe urged them to embrace the principles of accountability from the outset of their tenures. He concluded by calling for a fresh start to the financial year with renewed energy and a shared commitment to public service.
