The Ugandan government has acknowledged ongoing challenges in repatriating its citizens, particularly those stranded in Thailand and South Africa. The Minister of State for Karamoja Affairs, Hon. Esther Anyakun, revealed that a significant hurdle in bringing Ugandans back from Thailand is the absence of specific bilateral agreements between the two nations.

Hon. Anyakun explained that while efforts are underway with the International Organisation for Migration (IOM) and the Thai Ministry of Interior to facilitate returns, locating all stranded individuals remains difficult. These repatriations aim to curb human trafficking, as some Ugandans travel through Kenya and subsequently become victims in other countries.

The issue was brought to Parliament’s attention by Soroti City Woman Representative, Hon. Joan Alobo, who highlighted the case of three Ugandans – Amon Kisaakye, David Musajja, and Samuel Kusiima – who lost contact with their families after travelling to Thailand via a recruitment agency and are reportedly imprisoned there.

Simultaneously, the Leader of the Opposition, Hon. Joel Ssenyonyi, urged the government to accelerate the repatriation of Ugandans from South Africa, where anti-immigrant sentiments have led to concerns for their safety. He noted that while many have returned, a considerable number remain in the country.

According to reports, 730 Ugandans have voluntarily returned from South Africa on four flights, facilitated by the Ministry of Foreign Affairs under a directive from President Yoweri Museveni. Upon arrival, returnees undergo rehabilitation at the National Leadership Institute in Kyankwanzi. The Deputy Speaker indicated that the Minister for Foreign Affairs will address the House on these matters.
