Attorney General Confirms UHRC Chairperson Remains in Office

Attorney General Sam Mayanja has officially stated that Mariam Fauzat Wangadya continues to serve as the substantive Chairperson of the Uganda Human Rights Commission (UHRC). This clarification comes after Wangadya submitted a notice expressing her intention to resign on July 6, 2026.

Mayanja explained to Members of Parliament that under established legal precedent, a resignation only becomes effective once a formal letter is submitted to and accepted by the appointing authority, in this case, the President. Therefore, as of the plenary session on Wednesday, July 15, 2026, Wangadya’s position remained unchanged.

The Attorney General also addressed concerns about the UHRC’s operational effectiveness. He asserted that the commission is fully functional and continues to carry out its constitutional mandate, despite an ongoing investigation by the Inspectorate of Government (IGG). He refuted claims that the commission had become ineffective, highlighting its continued issuance of remedies, including compensation and legal redress for victims of human rights abuses.

Mayanja further reassured Parliament that the UHRC is properly constituted with its full complement of seven members, including the chairperson. The staggered terms of office for these members are designed to ensure institutional continuity and the preservation of institutional memory.

The UHRC, established by Article 51 of the Constitution, is empowered by Article 52 to investigate human rights violations. Its mandate is further detailed in the Uganda Human Rights Commission Act.
