Muhoozi's PLU Assigns Patriotic Officer Ranks to Prominent Figures

The Patriotic League of Uganda (PLU), led by General Muhoozi Kainerugaba, has continued to expand its organizational structure by assigning numerical ranks to key figures. The latest notable appointments include Maj Gen Henry Masiko, UPDF Joint Staff – Political Commissariat, who received the rank of Patriotic Officer (PO) 085. Also assigned were Vision Group CEO Don Wanyama as PO 086, aviation figure Capt. Mike Mukula as PO 087, and Buyaga West MP Dennis Namara as PO 088.
A statement from PLU Secretary General Fadil Twalla revealed these appointments, alongside others such as Simon Opolot Okwalinga (PO 089) and Patrick Aeko (PO 090), among a larger group receiving numbers up to PO 099.
These latest additions follow a series of earlier rollouts. In June 2026, Speaker of Parliament Jacob Marksons Oboth-Oboth was designated PO 059, Deputy Speaker Thomas Tayebwa PO 060, and Minister of Defence and Veteran Affairs Kiryowa Kiwanuka PO 061. The appointments have included various State Ministers and Members of Parliament across different phases.
The PLU’s numbering system is reportedly inspired by the historical ranking structure of the National Resistance Army (NRA), which later transformed into the ruling National Resistance Movement (NRM). This system assigned numbers to members who participated in the 1980-85 liberation struggle, which became symbols of rank and authority.
PLU Director of Communications Andrew Mwenda explained that these rankings are intended to reflect each member’s historical contribution to the organization’s founding and their seniority within its ranks.
