Chief Justice Justice Dr. Flavian Zeija has officially launched the Administration of Justice Programme (AJP) Strategy, a forward-looking plan aimed at overhauling Uganda’s justice delivery system. This new strategy is set to guide interventions for the next five years, focusing on enhancing public access to legal services and fostering better collaboration among all justice sector institutions.
The launch took place at a leadership committee meeting at the Supreme Court Building in Kampala, where stakeholders reviewed key priorities for the upcoming financial year and beyond. The strategy specifically targets persistent challenges such as reducing case backlogs, alleviating prison congestion, and expanding access to legal aid.
It also emphasizes the crucial role of Local Council Courts and the need for improved juvenile justice services. Furthermore, the strategy will monitor progress on vital legal reforms, including the Legal Aid Bill, Constitutional Affairs reforms, Witness Protection Law, and the Mutual Legal Assistance Law.
Justice Zeija stated that the strategy will serve as a roadmap for implementing the program and will clearly communicate the sector’s priorities to development partners. The AJP Strategy aims to create a people-centered justice system by reforming processes and bolstering the capacity and coordination of various justice actors.
This initiative aligns with the government’s Programme-Based Approach to planning and budgeting, building upon previous successes. It involves thirteen institutions, including the Judiciary, the Directorate of Public Prosecutions, the Uganda Police Force, and the Uganda Prisons Service, among others. The overarching goal is to increase public trust in the justice system, ensure fairness and affordability, expedite case processing, and reduce the number of individuals on remand, ultimately strengthening the rule of law in Uganda.
