EC Sets September 17 for Adjumani West By-election

The Electoral Commission (EC) has officially released the roadmap for the Adjumani West Constituency by-election, with polling scheduled for September 17, 2026. The vacancy arose after the passing of veteran statesman and former Second Deputy Prime Minister, Gen. Moses Ali, at the age of 87.
Gen. Ali, who served in various high-profile roles throughout his distinguished five-decade career in both military and political spheres, was sworn into the 12th Parliament in May 2026. His death marks the end of an era for a significant figure in Ugandan public life.
EC Chairperson Justice Simon Byabakama urged potential candidates to meticulously review their nomination documents and consult the commission regarding any discrepancies before the official nomination period. Official campaign activities are set to commence on September 9 and conclude on September 15, 2026.
To ensure a smooth electoral process and prevent conflicts, a mandatory meeting with the Returning Officer will be held post-nominations for candidates to harmonize their campaign schedules. Justice Byabakama stressed that the seven-day campaign window is sufficient for candidates to present their platforms.
District officials, including Deputy Resident District Commissioner Emmanuel Okwari, have pledged to ensure a peaceful election environment. They cautioned candidates against inflammatory language and hate speech, urging them to focus on policy issues. Calls were also made for media houses to adhere to professional standards in their coverage.
Regional Police Commander Joseph Mwesige appealed to all participants to conduct themselves peacefully, honoring Gen. Ali’s legacy. He warned against electoral violence, noting that Adjumani has previously experienced clashes, a reputation he aims to change. The focus, he stated, should be on a free, fair, and transparent contest of ideas.
