ULGA Warns Against Recentralizing Public Service Recruitment

The Uganda Local Government Association (ULGA) has expressed significant concerns regarding recent proposals to recentralize the recruitment process for public service positions. ULGA argues that such a move could undermine the principle of local government autonomy and may not effectively address the issue of corruption.

Instead of eliminating corruption, ULGA fears that recentralizing recruitment could simply shift the locus of corrupt practices to the central level. This could lead to new avenues for malpractice, potentially making it harder for local communities to hold hiring bodies accountable.

The association emphasizes that local governments are better positioned to understand the specific needs and contexts of their areas. Centralizing recruitment, they contend, could result in hiring decisions that are not aligned with local requirements, thereby impacting the efficiency and effectiveness of public service delivery at the grassroots level.

ULGA advocates for strengthening existing decentralized systems and improving oversight mechanisms rather than reverting to a centralized model. They believe that empowering local governments with greater control over their recruitment processes, coupled with robust transparency measures, is a more sustainable approach to building a competent and accountable public service.

The association has called for further dialogue and consultation with all stakeholders to ensure that any reforms to public service recruitment genuinely serve the interests of good governance and public service delivery across Uganda.
