MPs Demand Accountability Over Delayed World Bank-Funded Electricity Project

Members of Parliament have voiced serious concerns regarding the sluggish pace of Uganda’s ambitious $608 million Electricity Access Scale-up Project, funded by the World Bank. The project aims to significantly expand electricity access across the nation, benefiting households, industrial parks, and public institutions.
During a parliamentary session, MPs highlighted critical delays in connecting new consumers and the stalled acquisition of wayleaves due to inadequate compensation for Project Affected Persons (PAPs). The State Minister for Energy, Sidronius Okaasai Opolot, attributed these setbacks primarily to local contractors failing to meet their supply obligations for connection materials and a significant shortfall in compensation funds released by the Ministry of Finance.
However, the minister’s explanations did not satisfy the legislators. Many expressed frustration as electricity poles stand unused in numerous communities, leaving citizens in darkness despite the substantial investment. MPs argued that such delays undermine Uganda’s industrialization goals and equitable development, emphasizing electricity’s crucial role in driving economic growth, education, and healthcare.
In response to the widespread dissatisfaction, Deputy Speaker Thomas Tayebwa has mandated the Ministry of Energy to furnish Parliament with a comprehensive implementation report by the following Tuesday. This report is expected to detail connection numbers, costs, ongoing challenges, and strategies to expedite the project’s delivery.
The Electricity Access Scale-up Project is a cornerstone of the government’s strategy to boost national electrification and foster economic development. Parliament awaits the ministry’s report to continue its oversight of this vital initiative.
