Ugandan Parliament Approves UPDF Deployment to Gaza Peace Mission

The Parliament of Uganda has officially sanctioned the deployment of UPDF soldiers to the Gaza Strip, marking a significant step in Uganda’s international peacekeeping commitments. This approval came after a government motion, presented by the Minister of Defence and Veteran Affairs, Hon. Kiryowa Kiwanuka, was debated and passed during a plenary session chaired by Deputy Speaker Thomas Tayebwa.

The motion, which sought parliamentary authorization under the Constitution and the UPDF Act, emphasizes Uganda’s commitment to international peace and security. Minister Kiwanuka stated that the deployment aligns with national objectives and international obligations, specifically referencing Objective XIII of Uganda’s State Policies which promotes regional and international peace and cooperation.

The UPDF contingent is expected to operate under strict humanitarian principles, maintaining neutrality, adhering to international humanitarian law, and prioritizing civilian protection without engaging in political disputes. The mission’s mandate is derived from the United Nations Security Council Resolution 2788 (2025), establishing a multinational stabilization force for the Middle East.

Despite the eventual approval, several legislators raised concerns regarding the process and the need for greater parliamentary oversight. Opposition members, including Hon. Paul Mwiru and Hon. Joseph Ssewungu, argued for more time to scrutinize the proposal and its implications, citing previous deployments and the potential risks involved in urban warfare scenarios like Gaza.

Defending the deployment, UPDF representatives, Maj. Gen. Henry Masiko and Maj. Gen. David Gonyi, highlighted Uganda’s growing reputation as an anchor of regional and global stability. They asserted that the UPDF is well-prepared for such missions and that participation enhances the force’s professionalism and skills. The legislators also stressed Uganda’s moral and diplomatic duty to contribute to peace in conflict-affected regions.
