Parliament Steps In: Ndejje University Student Transcripts

Parliament has directed the Minister of State for Sports to intervene in the delayed release of transcripts and certificates for 102 former Ndejje University students. The students, who completed their studies between 2017 and 2022, are unable to secure employment or further education due to the missing documents. A significant issue concerning Ndejje University’s failure to issue academic transcripts and certificates to former students has reached the floor of Parliament. Deputy Speaker Thomas Tayebwa has formally tasked the Minister of State for Sports, Hon. Peter Ogwang, with resolving the matter.

The directive came after Hon. Apio Eunice presented a petition on behalf of Ms. Tamali Okao, former Director of St. Stephen Nursery Teachers’ College in Lira. The petition highlights that 102 students affiliated with the college have been awaiting their official documents since completing their studies between 2017 and 2022.

St. Stephen Nursery Teachers’ College, which was affiliated with Ndejje University from 2015 to 2022 as per Ministry of Education and Sports regulations, had cleared all outstanding financial obligations to the university in May 2023. However, a delay in government remittances for 18 government-sponsored students from Karamoja had led to accumulated debts, which were eventually settled.

Despite settling payments and repeated appeals to both Ndejje University and the National Council for Higher Education, the students have not received their transcripts and certificates. This lack of documentation is severely hindering their ability to pursue employment opportunities or further academic studies.

The petitioners urged Parliament to compel Ndejje University to release the documents promptly, initiate an inquiry into similar cases, and establish better dispute resolution mechanisms. They also sought reimbursement for the institution’s costs in clearing fees for the sponsored students.

Minister Ogwang pledged to investigate the matter thoroughly and report back to the House. He encouraged other individuals facing similar issues to approach the Ministry of Education for assistance, noting that the committee is already handling related concerns from other institutions.
