Prisons Boss Assures MPs on Healthcare for Detainees Besigye, Lukwago

During a session with the Committee on Defence and Internal Affairs, Commissioner General of Prisons Johnson Byabashaija addressed concerns over the healthcare of prominent inmates, including Dr. Kizza Besigye and Erias Lukwago. Legislators, like Hon. Shamim Malende, questioned the adequacy of medical services provided within prisons, particularly for individuals on pre-existing medication.

Byabashaija clarified that remand prisoners, who are not yet convicted, have the right to access their personal physicians and can be taken to medical facilities they choose. He stated, “We have been taking one of these inmates for specialised tests at his doctor’s clinic.” If a condition cannot be managed by prison health services, doctors determine the necessary referral, potentially to Mulago National Referral Hospital or other appropriate facilities.

The Commissioner General also highlighted the significant issue of prison congestion, largely attributed to protracted delays within the criminal justice system. He noted that some inmates have been awaiting trial for as long as 12 years, a situation he described as unjust. The Uganda Prisons Service regularly communicates these prolonged remand periods to the Judiciary and the Directorate of Public Prosecutions.

Furthermore, Byabashaija advocated for increased use of non-custodial sentences for less serious offenses, emphasizing that prisons should primarily house individuals who pose a danger to public security. He also detailed efforts to manage inmates with mental health conditions, including a dedicated ward and collaboration with Butabika National Referral Mental Hospital, with plans underway for a specialized mental health facility.

The proposed relocation of Luzira Maximum Security Prison is still in its conceptual phase, awaiting a suitable investor for the project.
