Despite Prime Minister Benjamin Netanyahu’s categorical rejection of the “Board of Peace” roadmap aimed at disarming Hamas in Gaza, his statement may not be the final word on the matter. Sources suggest the White House is unfazed, interpreting Netanyahu’s stance as campaign rhetoric ahead of a general election.
A senior U.S. official, speaking to Israeli journalist Barak Ravid, indicated an understanding of Netanyahu’s “political needs,” emphasizing that as long as Israel restrains its attacks in Gaza, Washington is content. This sentiment follows a noticeable pause in Israeli strikes on Gaza, a key demand from Hamas for agreeing to the U.S.-backed plan.
The roadmap includes provisions for the deployment of an International Stabilization Force (ISF), comprising international troops like Uganda’s People’s Defence Forces (UPDF), to work alongside a new Palestinian police force. The UPDF’s deployment has already been approved by the Ugandan Parliament, and the construction of the first ISF base in Rafah is reportedly scheduled to commence by the end of the month.
Former U.S. diplomat Aaron David Miller believes Netanyahu is navigating a delicate political balance, aiming to satisfy his domestic base while avoiding alienating President Trump. He anticipates significant movement on the issue is unlikely until a new Israeli government is formed.
Meanwhile, the Board of Peace is working to reassure the Israeli public, with High Commissioner Nickolay Mladenov stressing that the roadmap’s goal is to prevent Gaza from posing a future threat to Israeli security. He highlighted a phased approach based on verified disarmament, not trust, a point Hamas has indicated it still adheres to, urging mediators to press Israel on compliance. Talks between Israel and the U.S. are ongoing, and increased pressure from Washington is anticipated, particularly as President Trump seeks foreign policy successes ahead of U.S. midterm elections.
