UCC Urges Parliament to Prioritize Digital Access, Local Content Over Signal Coverage

The Uganda Communications Commission (UCC) has called on Parliament to enact legislation that goes beyond simply expanding digital infrastructure, advocating instead for a comprehensive approach to universal digital access and the promotion of local content.
During a recent briefing with the ICT and National Guidance Committee, UCC Executive Director Nyombi Thembo highlighted that while Uganda has made significant strides in digital migration, achieving approximately 86% national DTT signal coverage, this is insufficient on its own.
Thembo pointed out that a mere 23.1 percent of households own televisions, indicating a critical gap between signal availability and actual user access. Therefore, the UCC’s focus is shifting towards ensuring affordability of digital services, the availability of devices, and enhancing digital literacy among Ugandans.
To complement these efforts, the UCC is also piloting Digital Audio Broadcasting (DAB+) in Greater Kampala and actively supporting the local creative economy. Initiatives like the Content Development Support Programme and the Uganda Film Festival are designed to nurture local talent and enable Ugandan producers to create content for both domestic and international markets.
Furthermore, Thembo stressed the need for updated laws and policies to address emerging regulatory challenges in the converging digital landscape, including content standards, online child safety, piracy, and the financial sustainability of media platforms. He affirmed UCC’s readiness to collaborate with Parliament to strengthen the legal framework governing the communications sector.
“UCC looks forward to working closely with Parliament to provide legislative support to expand infrastructure, fund local content, and ensure universal, meaningful digital access for every Ugandan,” Thembo stated.
This call to action comes as Uganda continues to navigate the complexities of translating digital infrastructure development into tangible benefits for its citizens, while simultaneously fostering a vibrant and competitive local media and creative industry.
