Museveni Revives East African Federation Push with Confederation Proposal

Ugandan President Yoweri Museveni, currently serving as the chair of the East African Community (EAC), has reignited discussions about a political federation for the region. Having previously championed this ambitious goal without full success for over a decade, Museveni is now advocating for a confederation as a more achievable stepping stone.
During a recent visit, he outlined his vision, which includes a shared military and space program among EAC partner states. Museveni emphasized the need for political integration to bolster regional defense, suggesting a unified military command and a joint navy to protect member nations and deter external interference.
“On the side of defence, strategic defence, you must have political integration where possible. Not everything is possible, but where the people are the same, like those of East Africa, they are the same people,” President Museveni stated.
This renewed push signals an adaptable approach, seeking consensus on key areas while allowing member states to retain sovereignty in the interim. The confederation model, unlike a full federation, is seen as a more flexible arrangement that can build trust and legal alignment gradually. Rebecca Kadaga, Uganda’s Minister for EAC Affairs, expressed support, noting that this is a major objective for Museveni during his chairmanship.
However, the path to political integration faces significant hurdles. Critics point to persistent nationalism, institutional weaknesses, and a lack of public engagement. Many argue that the EAC has struggled to achieve even simpler objectives like a fully functional customs union and common market, citing ongoing non-tariff barriers and a lack of enforcement of existing protocols.
“Ceding sovereignty is the greatest challenge. Political federation cannot succeed with partner states ceding some level of sovereignty,” commented Dr. Kizito Sabala, a lecturer at the Institute of Diplomacy and International Studies. He also noted that many citizens remain unaware of the proposed federation, highlighting a significant communication gap.
A committee of experts, led by former Ugandan Chief Justice Benjamin Odoki, is currently working on drafting a model constitution for the EAC confederation, with instructions to expedite the process of gathering public views.
