Parliamentary Probe Stalled by IRA Leadership Dispute

Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) faced an unexpected halt in its scrutiny of the Insurance Regulatory Authority (IRA) due to an escalating leadership dispute. The committee was set to examine the IRA’s financial management and address concerns from the Auditor General’s 2025 report.
However, the proceedings were thrown into disarray when both the former CEO, Ibrahim Kaddunabbi Lubega, and the appointed acting CEO, Dr. Protazio Sande, appeared before the committee, each asserting their legitimate authority.
Mr. Kaddunabbi insisted he remained the substantive CEO, citing a High Court order from May 29, 2026, intended to maintain the status quo. He claimed the order protected his position pending a further court decision.
Conversely, the IRA’s legal representative, Francesca Kakooza, argued that a subsequent ruling permitted the appointment of an acting CEO, clarifying that the injunction pertained to substantive appointments, not interim leadership. This was reportedly corroborated by the Permanent Secretary and Secretary to the Treasury (PSST).
Committee Chairperson Muwada Nkunyingi emphasized the need for authenticated court documents to resolve the conflicting claims, postponing further deliberations until both parties could produce certified copies of relevant orders and rulings.
The IRA Board Chairperson, Keto Nyapendi Kayemba, defended the appointment of Dr. Sande as acting CEO, stating it was crucial for the continuity and stability of the insurance sector following Mr. Kaddunabbi’s contract expiry on May 31. She denied any defiance of court orders, explaining that Mr. Kaddunabbi had been asked to take leave to facilitate a smooth transition.
Adding another layer, the former board chairperson, Isaac Nkote Nabeta, revealed that the board had previously declined to recommend Mr. Kaddunabbi for reappointment due to issues during his tenure.
The committee plans to reconvene after reviewing the court documents and will summon the PSST for an official clarification on the IRA’s legitimate leadership.
