A 15-point roadmap, championed by former U.S. President Donald Trump’s “Board of Peace,” seeks to resolve the protracted conflict in Gaza. The core of the plan involves Hamas and other militant groups laying down their arms, a condition directly linked to a phased withdrawal of Israeli forces from the territory.

According to the plan’s text, both Israel and Hamas would immediately cease all military operations. The proposed roadmap aims to build on a previous 2025 ceasefire agreement that, while reducing violence, failed to achieve disarmament or end Israeli military actions.

The plan envisions a new, U.S.-backed Palestinian technocratic government, the National Committee for the Administration of Gaza, taking over civil governance. This body would oversee the decommissioning and storage of heavy weapons, military production sites, and tunnels. A temporary peacekeeping force, the “International Stabilization Force” (ISF), would deploy to secure withdrawn Israeli areas, train new Palestinian police, and facilitate aid.

Israel has reportedly scaled back its operations, stating it will act only against immediate threats and cease targeted assassinations. However, Israeli Prime Minister Benjamin Netanyahu has deemed the current plan unacceptable, reiterating that Israel will not withdraw until disarmament is fully completed. Hamas has endorsed the roadmap but expressed reservations about specific interpretations regarding light weapons and the phasing of disarmament and withdrawal.

Discussions are ongoing, with the Board of Peace’s Gaza envoy, Nickolay Mladenov, confirming a phased, sector-by-sector approach. Israeli forces would withdraw as areas are verified to be weapon-free. The ISF deployment remains months away, with only a few nations like Uganda and Morocco pledging troops so far.
