A storm has erupted among leaders in the Acholi Sub-region concerning the selection process for 100 scholarships promised by President Museveni and the First Lady. The initiative, aimed at disadvantaged students across the nine districts, has been marred by allegations of unfairness and lack of inclusivity.
State Minister for Northern Uganda Rehabilitation, Beatrice Akello Akori, has ordered a review of the list of selected beneficiaries, particularly in Agago District, following widespread concerns. A letter dated August 7, 2026, calls for transparency to ensure legitimate students receive the scholarships. The current list is reportedly criticized for including relatives and loyalists of political figures, while many deserving students were overlooked.
Members of the Acholi Parliamentary Group have echoed these concerns. Kilak North MP Anthony Akol stated that the verification teams may have favored their own relatives and friends. The group plans to hold a meeting to scrutinize the list and ensure it serves the intended impoverished families.
In Kitgum District, a significant imbalance has been noted, with nine out of eleven slots allegedly allocated to the municipality, leaving only two for the rest of the sub-counties. Residents like Augustine Ocira and George Okot are questioning the fairness and transparency of the selection, emphasizing that government scholarships should offer equitable opportunities.
Agago District Chairperson Wilson Otto confirmed that their initial list was discarded due to numerous illegalities and a lack of proper consultation. The process requires original identification documents and letters confirming residency to ensure the integrity of the selection.
