Health Ministry Eyes Shs40 Billion for 108 Ambulances to Boost Emergency Services

The Ministry of Health has submitted a funding request of Shs40 billion to Parliament, intended for the procurement of 108 ambulances. These vehicles are earmarked for constituencies that have not yet benefited from similar provisions, as the government seeks to strengthen emergency medical services and patient transport across Uganda.
Dr. Chris Baryomunsi, the Minister of Health, presented these financial needs to the Health Committee, highlighting that the ambulance acquisition is a key priority for the 2026/2027 financial year. Alongside this, the ministry also reported a significant funding deficit for the National Medical Stores (NMS), which requires an additional Shs150 billion to maintain adequate medicine supplies at various healthcare levels.
During the committee meeting, concerns were raised about potential corruption and the mismanagement of medicines within health facilities. Minister Baryomunsi acknowledged these issues, citing his own observations in Mbarara where discrepancies exist between health workers’ and patients’ accounts of medicine availability. MPs like Hon. Francis Zaake emphasized that corruption is a pervasive challenge in the health sector, calling for a thorough investigation and stringent measures.
Lawmakers also brought attention to other pressing healthcare challenges, including staff shortages, outdated equipment, and poor infrastructure. Specific issues raised included a non-functional mortuary at Kiryandongo Hospital and the lack of a Health Centre IV in Namisindwa District, forcing residents to seek care in neighboring Kenya. The Ministry has a plan to upgrade 20 Health Centre IIIs to Health Centre IVs in high-need areas, requiring Shs50 billion.
