Kampala is enhancing its capacity to manage waste with the addition of 10 new garbage trucks to the Kampala Capital City Authority (KCCA) fleet. This expansion brings the total number of waste collection vehicles to 116, capable of carrying over 2,600 tonnes of refuse. The city faces a significant daily waste generation of an estimated 2,000 to 2,500 tonnes, straining existing collection and disposal systems.
In conjunction with the increased fleet, KCCA has also partnered with nine private waste management firms, assigning each to one of Kampala’s nine constituencies. This collaboration aims to strengthen routine waste collection across the city.
The introduction of the monthly National Cleaning Day, mandated by the government for the last Saturday of every month, is a key component of the renewed focus on cleanliness. KCCA Executive Director Sharifah Buzeki explained that the exercise will utilize a “bring-to-truck” model. Residents will be responsible for sorting their waste into organic and inorganic categories and transporting it to designated collection points, rather than leaving it in public spaces.
City division leaders will identify and approve these collection sites. While routine charges will still apply for privately collected waste, KCCA will oversee the management and inspection of these public collection points. Inspection checklists will be employed to monitor household waste disposal practices and ensure compliance with regulations. Furthermore, KCCA has stipulated that only licensed vehicles will be permitted for garbage collection, barring unauthorized bicycles and boda bodas.
The expanded fleet and engagement of private entities are expected to significantly improve Kampala’s waste handling capabilities as the monthly cleaning exercises commence. However, the authority faces the ongoing challenge of ensuring consistent waste collection and proper disposal between these scheduled events.
