Uganda Judiciary Unveils Sixth Strategic Plan Focused on Digital Transformation and Access to Justice

The Judiciary of Uganda has officially commenced the implementation of its Sixth Strategic Plan, a comprehensive five-year program set to run from the financial years 2025/26 to 2029/30. This new plan is designed to significantly improve access to justice for all citizens, strengthen accountability within the judicial system, and make court services more efficient and responsive.
Speaking on a recent Judiciary Show, His Worship James Mawanda Ereemye highlighted that the plan builds upon the successes of the previous strategic period while addressing ongoing and emerging challenges in justice delivery. A key area of focus is human resource development, as the Judiciary aims to fill critical staffing gaps, having reported only 37% of approved positions filled under the prior plan.
The strategy outlines seven critical areas for implementation. Foremost among these is digital transformation and automation, intended to leverage technology to enhance operational efficiency and tackle the persistent issue of case backlogs. Other key pillars include strengthening inter-institutional relationships for better coordination, robust performance management to measure and improve service delivery, and enhanced case management for the timely disposal of cases.
Furthermore, the plan prioritizes human resource development to build staff capacity, alongside a strong commitment to integrity and accountability to foster public trust. Finally, it seeks to expand the geographical coverage of Judiciary services, ensuring that more Ugandans can access legal support closer to their homes. The Judiciary anticipates that these focused efforts will lead to a more effective and citizen-centered justice system.
