Uganda Grapples with Escalating Housing Deficit

Uganda is facing a significant and growing housing deficit, with current estimates indicating a shortfall of 2.4 million units. This crisis is exacerbated by a rapid urbanization rate of five percent annually, which intensifies the demand for housing, especially in urban areas. The demand for new, affordable housing units in cities is estimated to be between 210,000 and 300,000 per year, yet the construction sector is only managing to deliver around 60,000 units annually.
This disparity has made formal housing units largely unaffordable, with projections suggesting that 96 percent of the population cannot afford homes in the formal sector. The deficit is not confined to urban areas; rural communities also require approximately 1.4 million units, a figure projected to balloon to 4.5 million by 2035. The right to adequate housing is internationally recognized, placing a burden on the government to ensure access to decent and affordable shelter for its citizens.
Past attempts to address the issue, such as a 2010 study recommending financial institutions offer loans to low-income earners, have not yielded significant results. Private financial institutions, being profit-driven, have been hesitant to cater to this segment. The National Housing and Construction Company (NHCC), established in 1964 with the mandate to increase housing stock, has been hampered by insufficient government funding. Consequently, NHCC has resorted to commercial borrowing, making it difficult to provide affordable housing at a pace that could effectively combat the deficit.
To genuinely tackle this crisis, the government must prioritize equipping NHCC with the necessary financial resources and support to fulfill its mandate of providing affordable and well-planned housing solutions for Ugandans. Addressing this deficit requires a concerted and well-resourced government intervention.
