Ntungamo Leaders Decry Poor Quality on Kitwe–Bugamba Road Project

Concerns are mounting in Ntungamo District regarding the ongoing rehabilitation of the Kitwe–Rukoni–Rwoho–Bugamba road, a critical central government artery. Local leaders and residents have voiced strong objections to the quality of materials being used and the rapid pace of work, suspecting that corners are being cut.

The road surface is currently characterized by loose sand, soil, and large stones, with stockpiles of these materials lining sections under repair. This ungraded surface has led to difficult travel conditions for motorists and generated significant dust, impacting the surrounding areas.

Amon Nabasa, Councillor for Rukoni West, stated that the murram being applied is substandard. He suggested that the expedited work schedule, possibly driven by an impending visit from Minister Balaam Barugahara, has led to night and day construction, potentially compromising quality.

Further compounding the issue are worries about inadequate drainage. Residents fear that the road will quickly succumb to damage once the rainy season begins, citing observations of soil being poured over broken pipes and large stones being used instead of proper murram.

Steven Byabashaija, Councillor for Rukoni East, noted that the rehabilitation, originally slated for 2025, was delayed but has recently seen intensified activity. He expressed dismay at the use of sand, lack of gravel, and placement of materials over uncleared vegetation, calling it a waste of taxpayer money.

The leaders are appealing to the Minister of Works and Transport to intervene, ensuring that proper materials are utilized and that the road is constructed to meet required standards. They also emphasized the need for better communication and coordination between central government agencies and local authorities regarding such projects.

This situation highlights broader challenges with central government roads in Ntungamo, where delays in maintenance and rehabilitation have led to widespread deterioration. Residents and leaders are urging the Ministry of Works and Transport to conduct an immediate inspection and address these quality concerns before more public funds are expended.
