President Donald Trump has temporarily halted new tariffs slated to affect a broad range of Canadian imports, pushing back the deadline by three days. This decision comes as the United States and Canada move closer to finalizing a comprehensive trade agreement.
Trump announced the pause on social media, stating that “Canada and the U.S.A., subject to the finalization of documents, have a DEAL!” The reprieve came just hours before a 50% tariff on approximately $20 billion of Canadian goods was scheduled to take effect. Negotiations have been intense since July, with disagreements lingering over issues such as U.S. auto tariffs and Canadian restrictions on American liquor sales.
Sources indicate that substantial progress has been made, although further work remains. A potential aspect of the finalized deal could be the resurrection of the Keystone XL pipeline, a project previously blocked by the Obama and Biden administrations. Trump has expressed strong support for the pipeline, which would transport oil from Alberta, Canada, to the U.S.
The proposed agreement is expected to include broad market access for American goods, economic security commitments, and digital trade alignment, alongside provisions to protect American workers and industries. This extension is viewed positively by Canadian negotiators and businesses on both sides of the border, who have voiced concerns that the new tariffs would be detrimental to both economies.
The tariffs threatened by Trump would have impacted various Canadian products, including wine, dairy, cement, clothing, and hockey equipment, adding to existing duties on steel, aluminum, autos, and lumber. Canada has been seeking the removal or reduction of these tariffs, while the U.S. has requested concessions, such as the lifting of retaliatory tariffs on American autos and increased access for U.S. cheese producers.
Discussions reportedly included reducing U.S. tariffs on Canadian autos from 25% to 15%, contingent on the amount of American-made content in the vehicles. The U.S. Chamber of Commerce has urged for a swift resolution, warning that escalating tariffs would harm both economies and disrupt supply chains. Progress on lifting the ban on U.S. alcohol sales in Canadian provinces also hinges on a “fair deal.”
