Athens Meeting Detailed Alleged Plot to Seize Power, Court Hears

Court proceedings on Wednesday heard testimony from Andrew Wilson Orlando, a prosecution witness, who detailed alleged plans discussed by Dr. Kizza Besigye and associates in Athens on September 28, 2024. Orlando claimed that the meeting was convened to address a collapsed training program in Kisumu, Kenya.

According to Orlando’s testimony, the Athens discussions encompassed a strategy to create unrest and facilitate a change of government. This allegedly involved targeting influential figures in Kampala for assassination, with Cafe Javas on Acacia Avenue identified as a potential location due to its patronage by government officials.

The witness further alleged that plans to attack Entebbe International Airport, including targeting aircraft with tourists, were also part of the discussion aimed at destabilizing the country.

Orlando recounted an earlier meeting in Geneva where he claims to have provided $5,000 to facilitate travel for members of an alleged militia. He stated that the Kisumu training was intended to equip youth with fake currencies, drones, and hand grenades, and also covered the acquisition of additional weapons and logistical support.

Zambia was reportedly considered another potential operational base due to existing contacts. The witness also mentioned that Besigye’s associate, Joe Wakayima, was expected to be arrested in Geneva, leading Orlando to deal directly with Besigye thereafter. Orlando was allegedly given contacts for two individuals, Samuel and Simon, to coordinate efforts in Kenya.

Orlando claimed the group he represented offered to collaborate with Besigye in exchange for control over human and drug trafficking routes post-seizure of power. He had previously informed the court that the entities and individuals he presented to Besigye were fictitious, used to extract information. Dr. Besigye faces charges related to alleged activities aimed at overthrowing the government, which he denies.
