Health Commission Seeks Stricter Disciplinary Rules for Medical Staff

The Health Service Commission is advocating for the implementation of new standing orders specifically tailored for the health sector. This initiative, spearheaded by Chairperson Dr. Henry Mwebesa, aims to streamline disciplinary processes, which currently can take up to a year, even in cases of severe negligence leading to patient death.

The proposed regulations are a response to a presidential directive to establish a disciplinary framework for health workers akin to that governing the armed forces. “Health workers will remain subject to the general standing orders of the Public Service, but there will be specific standing orders, especially regarding discipline,” Dr. Mwebesa informed the House Committee on Health.

These new orders are expected to expedite action against negligence, absenteeism, and dual employment. Under the current system, disciplinary proceedings can drag on for six months to a year. The proposed standing orders would allow for swifter resolution, particularly in critical cases. For instance, health workers engaged in dual employment would be required to choose between public service and private or donor-funded institutions.

Additionally, the commission highlighted the need for an assessment center and the recruitment of 1200 health workers. Legislators voiced concerns about understaffing and recruitment challenges in rural areas. Suggestions were made to collaborate with health training institutions to attract competent personnel and streamline recruitment processes. The committee also plans to address issues surrounding staff serving in acting capacities for extended periods and to project future training needs to align with staffing plans.
