Otunnu Proposes UN Overhaul and Diplomatic Conflict Resolution in SG Bid

Olara Otunnu, a seasoned Ugandan diplomat, has put forth a comprehensive agenda for the United Nations, emphasizing the urgent need for reform and a renewed focus on diplomatic solutions to pressing global issues. During an interactive dialogue at the UN General Assembly, Otunnu presented his priorities for the Secretary-General position, warning that the organization stands at a critical juncture.

Otunnu’s platform includes a significant restructuring of the UN, aiming to streamline its leadership and eliminate redundancies. He proposed extending the UN80 reform process into a permanent program focused on effectiveness and efficiency. Furthermore, he called for streamlining senior leadership positions, arguing that the current structure is “top-heavy.”

A central pillar of his campaign is the pursuit of diplomatic resolutions to major global conflicts. Otunnu pledged to actively work towards ending the war in Ukraine, fostering peace in Gaza, and supporting accords between Rwanda and the Democratic Republic of Congo. He also committed to engaging with the African Union to secure ceasefires in Sudan and to bolstering counter-terrorism efforts in volatile regions like the Horn of Africa and the Sahel.

Recognizing the rapid advancements in artificial intelligence, Otunnu advocated for the establishment of a dedicated UN body to oversee AI, aiming to negotiate a Global Compact on AI. This framework would focus on equitable access, human agency, and essential safeguards against the risks of unregulated AI development.

Drawing on his extensive experience, including his work in northern Uganda and his previous roles as Uganda’s Foreign Affairs Minister and the UN’s Special Representative for Children and Armed Conflict, Otunnu highlighted his ability to connect global initiatives with community needs. He stressed the importance of rebuilding consensus on human rights, advocating for context-specific strategies that respect cultural norms while upholding human dignity. He also proposed expanding partnerships with corporations and foundations to supplement member state contributions and finance the Sustainable Development Goals.

Otunnu believes the Secretary-General’s strength lies in “moral authority,” and he positions himself as a proactive bridge-builder capable of offering creative solutions in challenging times.
