PPDA Rolls Out New Electronic Procurement System in Kabale

The Public Procurement and Disposal of Public Assets Authority (PPDA), in collaboration with the Ministry of Finance, Planning and Economic Development, is actively deploying its updated Electronic Government Procurement System (e-GP 2.0). This rollout includes comprehensive training for public institutions.
A recent three-day session in Kabale brought together key officials from the District Local Government, Kabale University, Kabale Regional Referral Hospital, and Kabale Municipal Council. The training, held at the MTN Spark Hub at Kabale University, focused on equipping participants with the skills needed to transition from traditional, manual procurement methods to a fully digitalized process.
Bravo Bagyenzi, a Senior Officer at PPDA, emphasized the importance of involving various stakeholders. Participants learned practical aspects of the e-GP 2.0 platform, including developing procurement plans, initiating processes, and transmitting requisitions. The training is designed to enable attendees to further train their colleagues within their respective institutions.
Bagyenzi noted that the e-GP 2.0 system is currently in a testing phase, with full implementation anticipated following an announcement from the Ministry of Finance. He highlighted that the digital platform is expected to address past supplier concerns about exclusion by allowing electronic registration and access to tender opportunities. The system also aims to increase participation from special interest groups.
Officials from Kabale University and the Municipal Council welcomed the initiative, anticipating that the digital system will strengthen controls, reduce delays, improve competition, and ultimately ensure better value for money in government procurements. PPDA is encouraging all accounting officers, department heads, suppliers, and other stakeholders to adopt e-GP 2.0 as Uganda moves towards digitizing its public procurement landscape.
