UPDF Command Sees Significant Reshuffle with New Leadership

The Uganda People’s Defence Force (UPDF) is experiencing a wave of leadership changes, with Chief of Defence Forces Gen. Muhoozi Kainerugaba spearheading a strategic reshuffling of command positions. In a span of just two weeks, several key appointments have been made, including new service chiefs and adjustments in division commands, signaling a new era for the military.

Among the notable changes, Maj. Gen. Joseph Musoke Ssemwanga has been appointed Commander of the Reserve Forces, succeeding Lt. Gen. Charles Otema. Concurrently, Brig. Gen. Asaph Mwetese Nyakikuru has been promoted to Major General and takes over as Commander of the Special Force Command (SFC), replacing Maj. Gen. David Mugisha. These transitions see some officers who were instrumental in the National Resistance Army’s rise to power being succeeded by a new generation of leaders.

The UPDF’s operational structure includes four primary services: the Land Force, Air Force, Special Force Command, and Reserve Force. Lt. Gen. Kayanja Muhanga currently leads the Land Force, while Lt. Gen. Charles Okidi commands the Air Force. The smooth functioning of these services and their coordination with the Chief of Defence Forces’ office relies heavily on the Chief of Joint Staff, a role currently held by Lt. Gen. Jack Bakasumba.

Further down the command chain, key institutions like the Chieftaincy of Defence Intelligence and Security are led by Maj. Gen. Richard Otto. The military’s commercial arm, the National Enterprise Corporation (NEC), crucial for sustaining the UPDF’s equipment needs, is headed by Lt. Gen. James Mugira. Its subsidiary, Luweero Industries, which manufactures military hardware, is under the leadership of Maj. Gen. Sabiiti Muzeeyi.

The reorganization extends to the divisional level, with all nine divisions now under the command of general officers. Brig. Gen. Fred Mwesigye commands the First Infantry Division in Kakiri, covering Kampala and its environs, while Maj. Gen. Paul Muhanguzi leads the Second Infantry Division in Mbarara, overseeing the Greater Ankole region. Other divisions, including the Third, Fourth, Fifth, Mountain, Field Artillery, Motorised, and Ground-based Air Defence Divisions, have also seen new commanders appointed, reflecting a comprehensive restructuring across the UPDF’s operational framework.
