Hoima Elderly Marginalized from Wealth Creation Programs, Demand Action

Older persons in Hoima City feel sidelined from government efforts aimed at improving livelihoods and creating wealth. They expressed frustration that programs like the Parish Development Model (PDM) largely bypass them, leaving them unable to benefit from opportunities designed to boost household incomes.

A major point of contention is the lack of effective communication from extension workers, who, according to the elderly, rarely inform them about available government programs or explain how to access them. This information gap, coupled with the perception that most available funds are directed towards younger beneficiaries, leaves the older generation at a significant disadvantage.

“Let Government think about us, we are a special group, can’t fight for funds given our age,” stated David Baguma, vice chairperson of the Hoima City Elderly Council, appealing for tailored programs. He also pointed to the troubling issue of livestock theft, which further erodes their ability to sustain themselves.

Beyond economic concerns, the elderly are facing considerable hurdles in accessing healthcare. They report long waiting times at health facilities and frequent stock-outs of essential medicines for age-related ailments. Israel Kabyanga, former chairperson of the council, emphasized the need for specialized geriatric care and better medicine availability.

In response, Hoima City Mayor Edward Isingoma acknowledged the validity of these concerns, promising that city leadership would explore support mechanisms. State Minister for Bunyoro Affairs, Grace Mary Mugasa, pledged to investigate ways to integrate older persons into upcoming livelihood programs, including NUSAF, and to work with local leaders to address these pertinent issues.

The elders implored government and local authorities to ensure direct dissemination of information regarding livelihood programs and called for enhanced security and improved healthcare services.
