Kibaale RDC Sounds Alarm on Corruption Ahead of Minister's Tour

Kibaale District officials accused of corruption, particularly concerning the mismanagement of Emyooga and Parish Development Model (PDM) funds, are on notice. Deputy Resident District Commissioner Godfrey Kamagara has declared a ‘Kisanja no sleep’ (a term implying relentless effort) initiative, warning that those found to be corrupt will face arrest and prosecution.

Kamagara issued the strong warning during the annual general meeting of the Buyanja Youth Leaders Savings and Credit Cooperative Society (SACCO). His statement preempts the upcoming mobilization and anti-corruption tour of the Bunyoro sub-region by Local Government Minister Balaam Barugahara, scheduled for next week.

The RDC’s warning was prompted by numerous complaints from youth leaders and beneficiaries regarding alleged misuse of funds and difficulties in accessing government support programs. “We are compiling lists, especially of those officials being mentioned, and we shall present a report to the minister,” Kamagara stated, urging those with funds to “rectify their offices.”

Beyond financial corruption, Kamagara also addressed the youth directly, cautioning them against destructive behaviors such as drug abuse, gambling, promiscuity, and extravagance, which he warned could jeopardize their futures as the “leaders of tomorrow.”

Kibaale District has seen significant financial inflows, with Shs1.5 billion in Emyooga seed capital and Shs11 billion under the PDM program, according to Sedrack Isingoma, the district’s focal person for these initiatives. While many have benefited, issues of alleged kickback demands and technical challenges in accessing funds persist, according to local leaders like Peter Businge, chairperson of the Buyanja Youth SACCO.

Minister Barugahara’s tour is expected to delve into the implementation of government programs and address concerns raised by local communities. The RDC’s firm stance signals a crackdown on corruption as the government intensifies its oversight across the nation.
