Olara Otunnu, Uganda’s candidate for United Nations Secretary-General, has outlined a comprehensive vision for reforming the international body and bolstering its moral authority. During a recent interactive dialogue with the UN General Assembly, Otunnu presented a 10-page vision statement, drawing inspiration from the prayer of St. Francis of Assisi.
Political and governance commentators acknowledge Otunnu’s strong showing, noting his extensive experience in international diplomacy, including past roles as UN Under-Secretary-General and Uganda’s Minister of Foreign Affairs. His supporters highlight his understanding of the UN system and his track record in peacebuilding and conflict resolution. The “Otunnu Formula,” a mechanism he developed decades ago to diffuse confrontations between major powers, is seen as a testament to his innovative problem-solving skills.
However, experts caution that Otunnu faces stiff competition from seven other global contenders. Navigating the complex geopolitical landscape and securing the support of the UN Security Council’s five permanent members, who hold veto power, will be crucial. Uganda’s government has initiated a campaign to rally international support, led by former Prime Minister Dr. Ruhakana Rugunda and Foreign Affairs Minister Adonia Ayebare.
Otunnu’s reform agenda reportedly focuses on critical issues such as ending conflicts, reforming the Security Council, and governing artificial intelligence, aiming to prevent the UN from becoming an “ivory tower.”
Despite Otunnu’s credentials, some governance researchers point to a potential paradox, suggesting that the effectiveness of his candidacy is intertwined with the domestic actions of the sponsoring government. For his path to the UN’s top job to be clear, Uganda must align its internal policies with the global values Otunnu espouses.
