Rukungiri RDC Cracks Down on Early Bar Openings

Wilberforce Ahimbisibwe Ongom, the Deputy Resident District Commissioner (RDC) for Rukungiri, has issued a stern warning against bars opening before 3 PM, calling for robust enforcement of existing regulations. He stressed the importance of this directive to the LC5 chairperson, all LC3 and LC1 chairpersons, urging them to collaborate with district authorities in monitoring establishments that flout the rules.

According to Ahimbisibwe, the 3 PM opening time is designed to encourage residents to prioritize work and productive activities before engaging in drinking. “Bars must open at 3pm. We want our people to work first before they drink,” he stated, highlighting concerns that early openings can lead to idleness, neglect of responsibilities like farming and business, and ultimately hinder household income and community development.

The RDC noted that some bar operators are already defying the directive by opening in the morning, drawing in residents who then spend the day consuming alcohol. To combat this, Ahimbisibwe has directed local leaders, from village to district level, to work hand-in-hand with the police and local defence committees. These teams are tasked with conducting regular inspections in villages and trading centers to ensure compliance.

Ahimbisibwe warned that bar owners found operating outside the stipulated hours will face legal consequences. He also called upon community members to actively report any violations to the relevant authorities. The RDC emphasized that effective enforcement relies on the vigilance of local leaders and residents who are best positioned to identify non-compliant establishments.
