Visually Impaired Ugandans Face Mobility Challenges as White Canes Remain Unaffordable

The Uganda National Association of the Blind (UNAB) is calling for urgent assistance from the government, development partners, and the public. According to UNAB’s executive director, Dennis Tumwebaze, a staggering number of visually impaired Ugandans, estimated at over 90 percent, are unable to afford white canes, a critical tool for independent navigation.

Tumwebaze revealed that even the most basic white canes cost at least Shs80,000, a price far beyond the reach of many. “We receive requests daily for these canes, but unfortunately, our funding is insufficient to meet all the needs,” he stated during a donation event in Kampala.

Data from the 2024 National Population and Housing Census indicates a significant number of persons living with disabilities in Uganda. More specifically, the Ministry of Health’s 2025 data shows that 1.2 million Ugandans experience visual impairment, with 400,000 being completely blind. UNAB’s research suggests that a vast majority of these individuals struggle with mobility due to the inability to acquire a white cane.

“The white cane is the zebra crossing for the blind; it is a symbol of independence,” Tumwebaze emphasized, stressing the need for collective action to support those who cannot afford this vital mobility aid, particularly students.

Recently, the Lions Club of Kampala East donated 100 white canes to visually impaired individuals, including learners. Club president Susan Muhumuza Nyatia stated their goal is to enhance mobility, independence, dignity, and community participation for the visually impaired.

Mr. John Kikanu Byarugaba, District Governor 411B, who officiated the handover, echoed the call for more partnerships and support to ensure more visually impaired Ugandans can access the white canes they need.
