Global Cartoonists Groups Condemn KIU Over Spire Ssentongo Lawsuit, Citing Free Speech Concerns

International advocacy groups are sounding the alarm over Kampala International University’s (KIU) legal battle with renowned cartoonist and academic Dr. Jimmy Spire Ssentongo. Cartooning for Peace, Cartoonists Rights, and the Freedom Cartoonists Foundation have issued a joint statement expressing deep concern over the university’s lawsuit, which they argue constitutes a threat to freedom of expression.
Dr. Ssentongo, also known as Spire, has faced legal action from KIU following his use of cartoons and social media to critique issues such as alleged exorbitant fees, failure to remit staff social security, tax fraud, and concerns about educational quality. These criticisms stemmed from information shared by numerous internet users who brought their experiences with the university to Spire’s attention.
The university’s legal pursuit has led to an interim injunction against Spire and, subsequently, a contempt of court ruling where he was fined Shs10 million and ordered to pay Shs20 million in damages and costs. While a public online fundraising campaign successfully covered these financial penalties, preventing his imprisonment, the core defamation case remains ongoing. Spire has also appealed his contempt conviction.
The international organizations highlighted that the case shines a spotlight on the broader state of freedom of expression within Uganda. They emphasized that Spire, a recipient of the Koffi Annan Courage in Cartooning Award, is being targeted for raising issues of public interest based on public complaints.
The university’s litigation strategy, intended to address reputational damage and alleged unsubstantiated claims, has paradoxically drawn significant international attention to the very matters KIU sought to suppress. The organizations warned that KIU’s aggressive legal approach risks damaging its own reputation by appearing to stifle criticism rather than engaging with it transparently. This international scrutiny suggests that the consequences for KIU may extend far beyond the courtroom, potentially impacting its standing long after the legal proceedings conclude.
