Sheema Health Centre In-Charge Interdicted for Chronic Absenteeism

Mr. Richard Bells, the senior clinical officer in charge of Kyeihara Health Centre III in Sheema District, has been suspended for six months. The interdiction stems from serious allegations including chronic absenteeism, abuse of office, and the alleged diversion of funds intended for health workers.

The issues came to light when Sheema Deputy Resident Commissioner, Mr. Sam Orikunda, conducted an unannounced inspection at the health facility. During his visit, it was noted that only two out of nine posted health workers were present, highlighting a significant staffing shortage. Officials also received reports that Mr. Bells had been signing the attendance register for days he was not present, with some staff allegedly covering for him.

Further allegations suggest that Mr. Bells diverted allowances meant for the health workers, which has reportedly led to low morale and a decline in essential services. Midwives and immunisation staff, in particular, have allegedly ceased community outreach activities due to non-payment of their Primary Health Care (PHC) allowances. This has forced expectant mothers to travel long distances to Kitagata Hospital for services.

Local leaders have voiced concerns about the impact of such absenteeism on service delivery in the Kyeihara area, described as remote and challenging to access. Residents have also complained about the health centre being non-operational during weekends. While Mr. Bells has admitted to absences, he denies abandoning his duties entirely and refutes claims of misappropriating funds, stating that allowances are paid based on participation.

The interdiction is intended to allow for a thorough investigation into the multiple allegations leveled against the health centre in-charge.
