Uganda's Abuja Embassy in Turmoil: First Secretary Recalled Amidst Corruption Allegations

The Ugandan High Commission in Abuja, Nigeria, has become the scene of significant internal conflict, culminating in the recall of First Secretary Eriya Tusubira. The Ministry of Foreign Affairs, under Permanent Secretary Vincent Bagiire, ordered Tusubira’s return to Kampala by August 31, citing “interest of service and the Uganda High Commission Abuja.”
This recall follows a series of escalating incidents that have destabilized the diplomatic mission. In May, Tusubira controversially involved Nigerian police to quell a strike by local staff who had not been paid for months, despite funds being available. This action, which violated diplomatic protocols, sent shockwaves through the Ministry of Foreign Affairs.
The Abuja mission has been plagued by infighting and allegations of financial impropriety since mid-2024. Initially, the Head of Mission, Nelson Ocheger, and three others were recalled for investigations into the Shs19.7 billion chancery building project. While these individuals were later cleared, the internal strife persisted.
Tensions reportedly flared over the authority of the Chargé d’affaires, Ambassador Philip Odida, with Tusubira questioning his mandate. The situation was further complicated by the mission’s potential eviction due to unresponsiveness regarding lease renewal, forcing a temporary relocation to the High Commissioner’s residence. The stalled construction of the new chancery building has also been a focal point of disputes.
In an 18-page letter dated August 14, Tusubira leveled serious corruption allegations against several ministry officials concerning the construction project, accusing them of enriching themselves. Permanent Secretary Bagiire dismissed these claims, reiterating that Tusubira’s recall was primarily due to the incident with the Nigerian police. He emphasized that indiscipline and a chaotic work environment would no longer be tolerated within the Foreign Service.
