Inspectorate of Government Endorses Minister Balaam's Anti-Corruption Drive

The Inspectorate of Government (IG) has thrown its support behind the anti-corruption initiatives spearheaded by the Minister for Local Government, Balaam Byarugahara. Christine Lamwaka, Assistant Director for Advocacy and Capacity Building at the IG, emphasized that combating corruption requires a collective effort and that the Minister’s involvement is a welcome contribution.
“The war against corruption cannot be won alone. We need support from everybody,” Ms. Lamwaka stated, highlighting that the IG appreciates and encourages broad participation in this fight. She added that the IG views the Minister’s engagement not negatively but positively, welcoming any complaints he gathers from the field and brings to their office for investigation.
Ms. Lamwaka made these remarks on the sidelines of a stakeholder engagement in Gulu City, part of an ongoing anti-corruption baraza in the Acholi sub-region. She also took the opportunity to address some challenges the IG faces, including a backlog of vague or unsubstantiated complaints and a staffing shortage, with only five personnel in regional offices.
During the event, community members voiced concerns about the slow pace of investigations, which they feel discourages reporting. In response, the IG is engaging with various stakeholders, including state and non-state actors and local communities, to reiterate their roles, responsibilities, and the boundaries within the anti-corruption framework.
Participants like Mr. Balington P’Ongwech Ongwech, secretary for works and technical services, called for measurable accountability from the IG itself. Other community leaders stressed the need for anti-corruption campaigns to penetrate households to be truly effective. The IG reiterated its commitment to handling all credible complaints brought to its attention, regardless of their source.
