Parliament Demands Cancellation of Entebbe Expressway Toll Contract Amidst Revenue Leakage Allegations

Parliament has urged the Ministry of Works and Transport to immediately revoke the toll operations contract for the Kampala-Entebbe Expressway (KEE). This demand stems from a report by the Parliamentary Committee on Physical Infrastructure, which uncovered substantial financial mismanagement and revenue leakages.
The committee, led by Chairperson Mwine Mpaka, conducted a three-week investigation and found that the current operator, Pinnacle Security Limited (PSL), is in breach of its contractual obligations. Toll collection was initially managed by French firm Egis Road Operations S.A. and transitioned to PSL, a former subcontractor, after the initial agreement expired.
According to the report, the KEE, funded by a US$350 million loan from China’s Exim Bank and a US$126 million government contribution, is facing financial risks that could jeopardize loan repayment. The committee highlighted a manual toll collection system used by PSL, which is prone to fraud and unaccounted transactions. For example, a variance of Shs12.75 million was noted between collections and banked amounts on a single day in November 2024.
To curb these leakages, Parliament recommends transferring revenue collection to the Uganda Revenue Authority (URA) through an automated digital system. Furthermore, the report calls for rigorous legal and administrative actions. This includes investigating Ministry of Works technocrats involved in the contract award, conducting forensic audits on PSL and Egis, and exploring constitutional measures against audit oversight failures.
Specific recommendations include suspending the current Auditor General and appointing a tribunal to investigate his office’s performance, as well as investigating the former Auditor General. While the government sought a one-week delay to review the findings, Parliament is set to make a final decision on the recommendations imminently.
