Koboko Government Ambulance Held for Three Years Over Shs21m Debt

A Koboko District government ambulance, vital for emergency medical services, has been immobilized for more than three years at a CFAO Mobility Toyota service center in Gulu City. The delay stems from an accumulated debt of Shs21.4 million for vehicle repairs, despite the ambulance’s own repair bill of approximately Shs18 million reportedly being settled.
The Ministry of Health-branded vehicle, registration UG 4413 M, is being held as collateral for debts incurred by various district departments. CFAO Mobility Uganda issued a demand letter in September 2024 for the outstanding sum, warning of legal action if payment was not received within 30 days.
This situation has created friction between Koboko District’s political and technical leaders. LC5 Chairman Ashiraf Mambo has called for an audit of vehicle repair funds from past financial years and plans to travel to Gulu to secure the ambulance’s release. He also cautioned district officials against incurring expenses without ensuring funds are available.
Koboko District Chief Administrative Officer Nicholas Ogwang acknowledged a debt but stated it was closer to Shs10 million and committed to its payment, arguing the ambulance should not be held as its specific repair costs were met. He has threatened legal action if the vehicle is not returned.
Authorities, including the Assistant Resident District Commissioner Rashid Baguma, have issued a seven-day ultimatum for the ambulance’s return, threatening arrests for accounting officers if the situation persists. Koboko District, which relies on its two ambulances for emergency referrals, is facing significant challenges due to the vehicle’s absence. Local Members of Parliament have criticized the district administration for the debt accumulation and urged for the ambulance’s swift return.
CFAO Mobility has confirmed Koboko District as a client but declined to comment further on the specific details of the commercial arrangement due to confidentiality policies.
