Eyewitness accounts from injured pupils suggest that security personnel initiated a dispersal attempt, which was followed by sounds described as gunfire, triggering panic and a stampede. “Then security personnel came and shot bullets, which caused chaos. We ended up getting injuries because some children jumped over the walls,” one pupil recounted. However, claims of live ammunition being fired have not been independently verified.
Officials expressed deep dissatisfaction with the event’s organization, particularly the feeding arrangements. The traditional method of individual school or team meal service was reportedly replaced with a centralized system, leading to overcrowding and disorder. “We have had the worst experience, especially when it comes to feeding our pupils. We were never consulted about this arrangement, and now you can see what has transpired,” stated a Hoima City Sports Officer.
Concerns were also raised about the financial management and accountability of the Uganda Primary Schools Sports Association (UPSSA), with allegations that pupils are underfed despite registration fees. “Every child is budgeted for Shs10,000, but what our pupils are given is very little,” an official noted.
