UPDF and RDF Forge Closer Ties at Border Security Meeting

The Uganda Peoples’ Defence Forces (UPDF) and the Rwanda Defence Force (RDF) have initiated their eighth Proximity Commanders’ Meeting, a crucial engagement designed to bolster security cooperation, information exchange, and mutual understanding along their shared border. The two-day summit, held under the banner “Umoja ni Nguvu” (Unity is Strength), brings together military leaders directly responsible for the communities straddling the Uganda-Rwanda frontier.

The meeting commenced with a symbolic tree-planting ceremony in Kamwezi Sub-county, Rukiga District, where over 100 trees were planted, signifying the deep-rooted commitment to unity and cooperation between the two countries.

Maj. Gen. Paul Muhanguzi, Commander of the UPDF 2nd Infantry Division, stressed the necessity of robust cooperation, coordination, and intelligence sharing through consistent dialogue between proximity commanders. He highlighted the shared history and destiny of Uganda and Rwanda, underscoring that continued collaboration is vital for maintaining peace and stability in the border region. “Confidence-building should not be political talk but serious business,” Muhanguzi stated, emphasizing that the meeting’s purpose is to facilitate positive community relations.

Echoing these sentiments, Maj. Gen. Ruki Karusisi, Commander of the RDF 5th Infantry Division, pointed out that security issues on one side of the border inevitably impact the other. “Security leaders and commanders serving communities along the common border understand that peace and security does not stop at the boundary line,” Karusisi remarked. He underscored the importance of trust, regular communication, and joint efforts in tackling cross-border security challenges.

The tree-planting initiative, according to Karusisi, carries a message beyond environmental stewardship, serving as a potent symbol of the enduring relationship between Uganda and Rwanda. He added that sustaining peaceful relations requires continuous commitment and open communication.

Discussions are expected to focus on pressing security concerns affecting border communities and explore avenues for improved coordination between the UPDF and RDF. Local leaders also called for increased attention to the economic well-being of these communities, suggesting that improved livelihoods would complement security efforts and strengthen interpersonal bonds across the border.

The meeting occurs amidst broader efforts by both nations to enhance bilateral ties. For border populations, military cooperation is intrinsically linked to trade, livelihoods, and peaceful coexistence, making this dialogue a critical step towards shared prosperity and security.
