Police Officer Arrested After Fatal Shooting During National Cleaning Day

Tragedy marred Uganda’s National Cleaning Day on Saturday morning when a police officer fatally shot a motorcycle taxi (boda-boda) rider in Wakiso District. The Uganda Police Force has confirmed the arrest of Police Constable Allan Okello, who is now under investigation for the shooting.
The incident took place around 7:30 a.m. in Ndejje Kanaaba, where officers were deployed to secure the area during the monthly national sanitation initiative. According to preliminary reports, the deceased, identified as 38-year-old Ronald Juuko Kizito, attempted to bypass a barricade on his motorcycle.
A confrontation reportedly ensued, leading Constable Okello to discharge his firearm, hitting the rider. Police spokesperson ACP Rusoke Kituuma stated that an investigation is underway to determine the exact circumstances leading to the use of the firearm and the subsequent death.
ACP Kituuma reminded the public and officers alike about the strict legal guidelines governing the use of force. He stressed that any use of force by law enforcement must be lawful, necessary, proportionate, and adhere to established procedures.
The National Cleaning Day, an initiative led by the Office of the Prime Minister, aims to enhance public health and sanitation and typically restricts vehicular movement and commercial activities for three hours each month. While movement is generally limited, exemptions are made for emergency services, medical personnel, journalists, and other critical personnel who can provide identification.
