Besigye and Lukwago Moved to JCRC for Medical Care, Prisons Service Assures Public

Veteran opposition leader Dr. Kizza Besigye and former Kampala Lord Mayor Erias Lukwago have been evacuated from Luzira Prison to the Joint Clinical Research Centre (JCRC) for medical care. Uganda Prisons Service spokesperson Frank Baine confirmed the transfers on Monday, stating that the move was in line with court orders and recommendations from medical experts.

Baine sought to allay fears circulating on social media, asserting that both individuals are in stable condition and not facing life-threatening health issues. He indicated that Lukwago was expected to return to Luzira Prison shortly after receiving attention.

Concerns about Dr. Besigye’s health were amplified by his wife, Winnie Byanyima, who reported his transfer on August 28, describing him as “very weak” and struggling with basic physical functions. Byanyima appealed for Besigye to receive specialized treatment abroad and be reunited with his family, characterizing his detention as persecution rather than justice.

However, Baine clarified that any decisions regarding Besigye’s treatment outside of prison are subject to court rulings, not the Prisons Service.

Dr. Besigye is currently on trial for treason, facing charges related to alleged discussions and fundraising for the overthrow of the Ugandan government. His trial has continued in his absence due to his deteriorating health, which led him to stop attending court sessions after collapsing. He has also contested the decision to proceed with his trial without his preferred legal team.

Erias Lukwago, who has previously served as one of Besigye’s defense lawyers, faces a separate charge of misprision of treason. His current medical attention comes amidst his ongoing legal challenges and continued association with Besigye’s defense.

The Uganda Prisons Service maintains that the medical interventions are being conducted appropriately and in accordance with established protocols and legal directives. The situation highlights ongoing concerns about the health and legal standing of prominent opposition figures in Uganda.
