Uganda finalizes framework for first sovereign green bond issuance

Uganda is on the verge of launching its first-ever sovereign green bond, a move designed to channel funds into projects that promote environmental sustainability. The Ministry of Finance, Planning and Economic Development, in collaboration with the Bank of Uganda, is spearheading the creation of a Sovereign Sustainable Finance Framework to govern this significant issuance.

This framework, developed with technical assistance from the Global Green Growth Institute (GGGI), will define the criteria for investments eligible for sustainable finance. It will also outline the processes for selecting and evaluating projects, as well as managing, tracking, and reporting on the use of the bond proceeds.

A recent workshop at Serena Hotel Kigo brought together key stakeholders, including government officials, financial institutions, regulators, and civil society representatives, to validate the draft framework. This collaborative effort is crucial for ensuring the bond’s success and alignment with international standards.

The Uganda Bankers’ Association has welcomed the initiative, noting that it provides much-needed practical tools and structures for the banking industry to effectively participate in green financing. The framework is intended to align with the International Capital Market Association’s Green Bond Principles, promoting transparency and responsible investment.

This development builds upon existing government initiatives such as the National Green Taxonomy and the National Climate Finance Strategy. It is expected to enhance the capacity of financial institutions in sustainable finance and broaden Uganda’s engagement in global sustainable capital markets.

A sovereign green bond is a debt instrument issued by a government, with proceeds specifically allocated to projects offering environmental or climate benefits. For Uganda, this represents a vital new avenue for financing critical environmental initiatives.
