UPC Disciplinary Committee Initiates Proceedings Against Former President Denis Adim Enap

The National Disciplinary Committee of the Uganda People’s Congress (UPC) has officially opened disciplinary proceedings against Denis Adim Enap, the party’s former president. The committee’s first sitting took place in Lira City, where witnesses presented by the party leadership provided testimony.

Enap, who has been a central figure in ongoing leadership disputes within the UPC, did not attend the hearing, and no explanation for his absence has been provided to the committee. Peter Paul Okello, the chairperson of the disciplinary committee, stated that the panel is addressing complaints of misconduct against several members whose actions allegedly contravene UPC’s constitution and principles.

Okello emphasized that the seven-member committee has the required quorum and is operating in line with the party’s constitution. He also clarified that the committee’s jurisdiction extends nationwide, allowing for sittings in various regions as needed, not just in Kampala.

Key allegations against Enap include the unauthorized use of UPC seals and letterheads, falsely claiming to be the party president, and issuing unauthorized communications. Furthermore, he is accused of collaborating with members of the Patriotic League of Uganda (PLU) to destabilize the current UPC administration led by Jimmy Akena and of inciting individuals to attack party staff at Uganda House.

Several other party officials, including Alex Adyebo Ogwal, Susan Achola, Chris Ongom, and George Ewal, have also been summoned to appear before the committee on September 3 to answer allegations related to internal party disputes. The committee has begun hearing witness testimonies and will continue to gather evidence in subsequent sessions.

These proceedings mark a significant development in the prolonged leadership wrangles that have affected the UPC, a party grappling with internal divisions that have reportedly weakened its organizational strength and political influence.
