First Family Rift: Muhoozi and Rwabwogo Publicly Clash Amidst Succession Rumors

For years, discussions about who might succeed President Yoweri Museveni have largely occurred outside the immediate family. However, recent public altercations between General Muhoozi Kainerugaba, the Chief of Defence Forces, and Odrek Rwabwogo, a presidential advisor and Museveni’s son-in-law, suggest these succession debates are now playing out within the First Family itself.

Muhoozi recently launched a public tirade on X (formerly Twitter), accusing Rwabwogo and the Presidential Advisory Committee on Exports and Industrial Development (PACEID), which Rwabwogo chairs, of corruption. He also warned government agencies against collaborating with PACEID, despite a recent truce brokered by the First Lady.

Sources close to the Museveni family indicate that this dispute goes beyond accusations of corruption and touches upon the sensitive issue of Uganda’s future leadership. With President Museveni having ruled since 1986, the uncertainty surrounding his eventual departure has intensified internal family dynamics. Some family members reportedly favor Muhoozi as a successor, while others are perceived to be more aligned with Rwabwogo.

This internal friction is further highlighted by Rwabwogo’s recent public statements, where he has consistently spoken out against shrinking civic space, intolerance, and the use of force against critics. While not naming Muhoozi directly, his critiques often align with controversies surrounding the army chief. Rwabwogo has argued that repression of dissent could harm Uganda’s economic ambitions and investor confidence.

The public confrontation escalated with the arrest of Matthew Bagonza, a PACEID official and Rwabwogo aide, following Muhoozi’s return to X after a hiatus. Rwabwogo condemned the arrest, asserting that legal processes must be followed and that PACEID operates with presidential approval.

The clash between Muhoozi and Rwabwogo is significant, as both men hold influential positions. Muhoozi commands the armed forces and is a long-time subject of succession speculation, while Rwabwogo works within the presidency and has become increasingly vocal on issues of rule of law and political tolerance. Their public dispute over authority and the legitimacy of a presidential committee underscores the deep divisions emerging within Uganda’s most powerful family.
