Government Launches Probe into PDM, Emyooga, and Cattle Restocking in Teso and Lango

The Office of the President, through its Department of Socio-Economic Monitoring and Research, has commenced an oversight inspection of three vital government initiatives in the Teso and Lango sub-regions. These programs, including the Parish Development Model (PDM), the Presidential Initiative on Wealth and Job Creation (Emyooga), and the Cattle Restocking Programme, are facing scrutiny due to reported issues with beneficiary selection, fund accessibility, loan repayment, and accountability.
The inspection will focus on districts such as Kapelebyong, Kalaki, Bukedea, and Soroti City in Teso, and Apac, Otuke, Dokolo, and Lira in Lango. The objective is to determine if these substantial public investments are yielding the expected results in terms of production, employment, and household income gains, aligning with Uganda’s economic expansion goals.
Minister of State for Economic Monitoring, Ms. Sandra Santa Alum, emphasized that the exercise is designed for accountability and learning, not intimidation. The team will engage with local leaders, officials, and beneficiaries, review records, and inspect enterprises to gain a clear understanding of the on-the-ground situation. Particular attention will be paid to identifying and rectifying weaknesses such as improper beneficiary identification, poor management of savings and credit cooperative organizations (SACCOs), inadequate record-keeping, delays in fund disbursement, and low loan recovery rates.
Ms. Alum warned that any findings indicating the misuse of public funds would be escalated to the appropriate authorities for further action. She urged full cooperation from local leaders and beneficiaries, stating that accountability is crucial for ensuring that public resources translate into tangible benefits for the Ugandan populace, supporting the nation’s transition towards a more robust economy as outlined in the Fourth National Development Plan (NDP IV) and the Tenfold Growth Strategy.
