Police Unveil 45-Point Checklist for Roadworthy Taxis

The Uganda Police Force has detailed a stringent 45-point inspection checklist for 14-seater commuter taxis, ensuring they meet minimum safety standards before being allowed on public roads. This list is part of an ongoing operation targeting vehicles in dangerous mechanical condition (DMC).

Inspectors are evaluating taxis across six key categories: exterior components, under-hood and under-carriage systems, interior fittings, lights and electrical systems, tires and wheels, and specific test requirements for public service vehicles (PSVs).

This move follows a declaration by the Minister of Works and Transport, Mr. Fred Byamukama, of a 100-day operation to remove unsafe taxis from Kampala’s roads. The campaign began recently, prompting concerns from some taxi operators about the criteria used for impounding vehicles.

Operators have reported taxis being seized for seemingly minor issues, such as faulty wipers. While impounded vehicles undergo visual inspection and owners are fined, they are later released upon rectifying the identified defects. A subsequent verification inspection is required before the vehicle can return to service.

Beyond these immediate checks, all vehicles, including taxis, are mandated for annual technological inspection. However, the Ministry of Works and Transport has yet to fully implement this across the country. The detailed checklist aims to standardize the assessment process and improve public transport safety.

Key items on the checklist include functional windshield wipers and washers, secure windows and doors, adequate engine oil, brake systems, battery condition, exhaust integrity, a fire extinguisher, first-aid kit, passenger seats with safety belts, clear signage, proper lighting, and roadworthy tires with sufficient tread depth, among others. The list also covers essential tools like a spare wheel, jack, and warning triangle.
