Uganda Prison Warder Sentenced to Death for Kiboga Prison Murders

A special High Court session in Uganda has resulted in a death sentence for prison warder Moses Anguyo, who admitted to four counts of murder stemming from a shooting incident at Kiboga Prison on February 23, 2026.

Presiding Judge Jane Okuo Kajuga determined that the killing of four people was a crime of extreme severity, overriding any mitigating factors such as Anguyo’s change of plea, his expression of remorse, or his apology to the victims’ families. Justice Kajuga stated, “Four lives should not go for a life imprisonment,” underscoring the necessity of the harshest punishment.

The court also considered Anguyo’s prior disciplinary record. Service records presented during the trial indicated previous infractions, including a fine for absconding duty and charges for disobeying lawful orders at Moroto Central Prison in 2021. This established a pattern of indiscipline.

Warder No. 13544 Moses Anguyo received the death sentence by hanging for each of the four murder convictions. The victims were identified as Assistant Superintendent of Prisons Catherine Hope, Prison Officer 1 Bright Akishuri, Sarah Ayebare, and Salson Nuwagaba. Additionally, Anguyo was sentenced to two years for aggravated robbery and three years for threatening violence. He was also ordered to pay restitution for stolen items.

Anguyo initially pleaded not guilty when first brought before the court on August 27, 2026. However, he changed his plea to guilty on all seven counts on August 31, after the prosecution presented key witness testimonies. He was tried alongside three alleged accomplices.
